UAE Warns Against Fake Academic Degrees: Forged Certificates Can Lead to Prison and Fines
The UAE has issued a strong warning against forged academic degrees, fake university certificates, and manipulated educational records.
On 14 September 2026, the UAE Ministry of Higher Education and Scientific Research (MoHESR) said it continues to detect and refer suspected academic qualification forgery cases to the competent judicial authorities. Recent court cases cited by the Ministry have resulted in prison sentences of up to three years and fines of up to AED 30,000. These are examples of sentences already imposed - not the maximum penalty possible under every forgery provision.
The message for students, employees and employers is simple: obtain qualifications legally and verify academic documents through authorised channels.

What Is Considered Academic Certificate Forgery in the UAE?
Academic forgery is not limited to creating a completely fake university degree.
The Ministry's warning covers conduct such as fabricating certificates or transcripts, changing information on a genuine qualification, adding or deleting data in a way that changes the document, and knowingly using a forged academic credential.

There are also broader forgery provisions under the UAE Crimes and Penalties Law. Article 252 of Federal Decree-Law No. 31 of 2021 provides that forgery of an official document can be punishable by temporary imprisonment for up to 10 years, while forgery of an unofficial document is punishable by imprisonment.
This distinction is important. It would be inaccurate to say that every fake degree automatically results in 10 years in prison. The applicable offence and sentence depend on the circumstances of the individual case.
UAE Is Increasing Academic Qualification Verification
