Physical vs Digital MOFA Attestation UAE: What Has Changed

UAE MOFA now provides digital attestation for eligible electronic documents, but physical document attestation has not completely stopped. The applicable process depends on the document type, issuing authority, and format. Eligible digital documents may be processed electronically, while other documents may still require physical handling.

The UAE Ministry of Foreign Affairs (MOFA) has expanded its Digital MOFA Attestation system, making document attestation faster and more convenient for eligible documents. However, this does not mean physical MOFA attestation has completely stopped. Digital and physical/courier-based attestation routes continue to operate, depending on the issuing authority, document type, and format. MOFA's system determines the appropriate route for an application.

What Is Digital MOFA Attestation in UAE?

Digital MOFA Attestation allows eligible UAE-issued electronic documents to be submitted online without sending the physical original by courier. The applicant uploads the original digital document issued by a supported UAE authority. Once completed, the digitally attested document can be received electronically.

According to MOFA, eligible digital documents must be original electronic documents and include a verification mechanism such as a QR code, barcode, electronic link or reference number. The document must also belong to a currently supported document type and issuing authority.

A photograph or ordinary scanned copy of a physical certificate should therefore not be treated as an original digital document.

MOFA states that eligible UAE-issued digital documents can be processed within two hours during official working hours.

When Is Physical MOFA Attestation Still Required?

Physical documents remain relevant, particularly when the document does not qualify for Digital Attestation.


This can include foreign-issued degrees, marriage certificates, birth certificates, powers of attorney, and commercial documents, as well as older hard-copy documents without an electronic verification mechanism. Foreign-issued documents may also require authentication by the competent authorities in the country of origin and the applicable UAE mission before the UAE MOFA stage.

For the courier route, MOFA requires the original document in Arabic or English, or with a legally certified translation, and prior authentication by the relevant authorities where applicable.


What About eDAS 2.0?

It is important not to confuse the general Digital MOFA Attestation service with eDAS 2.0.

eDAS 2.0 is specifically used for digital attestation relating to commercial invoices and Certificates of Origin (COO). MOFA announced the transition from eDAS 1.0 to eDAS 2.0 in June 2026.

Therefore, saying that every personal certificate now goes through “eDAS 2.0” would be inaccurate.


MOFA Attestation Fees in UAE

MOFA currently lists the government attestation fee as AED 150 for individual/personal affairs documents and AED 2,000 for commercial documents. Commercial agreements can sometimes be treated as multiple documents depending on their contents. Commercial invoices follow their applicable fee rules.

Which MOFA Attestation Should You Choose?

You do not necessarily need to choose the route yourself. MOFA states that the appropriate route is determined according to the issuing authority and document type.

If you have an original UAE-issued electronic document with a valid verification feature, it may qualify for Digital MOFA Attestation. If you have a foreign-issued certificate or physical original, additional authentication and physical handling may still be required.
