How to Get Qatar Ministry of Foreign Affairs (MOFA) Attestation

If you need to use an educational, personal, legal or commercial document in Qatar, you may need authentication from the Qatar Ministry of Foreign Affairs (MOFA). Qatar MOFA's Consular Affairs Department provides document attestation services that give eligible documents the required legal authentication for use in Qatar or abroad.

Qatar MOFA Attestation Process

The procedure depends on where the document was issued and what type of document it is.

For many documents issued outside Qatar, the general pathway is:

Issuing-country authentication → Qatar Embassy/Mission legalization → Qatar MOFA attestation

Qatar MOFA requires documents to carry the appropriate seals and signatures from the competent authorities. Foreign-issued documents may need authentication by the relevant authorities in the country of origin and the appropriate Qatari diplomatic mission before final recognition in Qatar.


How to Apply Online

Applications can be started through the Qatar Ministry of Foreign Affairs electronic attestation service. The current process includes:

  1. Log in through Tawtheeq / National Authentication System (NAS).

  2. Select the appropriate attestation service.

  3. Submit the application and upload document copies.

  4. Qatar MOFA reviews the application.

  5. Pay the applicable government fee after approval.

  6. Arrange document collection and return through Qatar Post, where applicable.

Qatar MOFA currently states an expected processing period of approximately 3–4 working days for its standard legalization service, while Qatar Post collection and delivery is listed at QAR 40.


Qatar MOFA Attestation Fees

Fees vary by document category. Many academic certificates, birth certificates, marriage documents, powers of attorney and other personal documents are QAR 100 per document. Commercial documents such as certificates of origin, business contracts and commercial powers of attorney are generally QAR 150, while commercial invoice fees depend on invoice value.


Qatar MOFA Attestation for Degree Certificates

For educational certificates issued outside Qatar, Qatar MOFA states that university, vocational and medical education certificates should be authenticated by the Ministry of Foreign Affairs in the country of origin or an authorized agency acting on its behalf. A Bachelor's degree issued outside Qatar must be submitted with its transcript.

Qatar also provides a Complete Attestation Outside Qatar service for foreign documents that have not completed the necessary overseas authentication. For university degrees, the institution must meet Qatar's applicable recognition requirements.
