Why MOFA Attestation Might Be Rejected

UAE MOFA digital attestation is making document authentication faster, but not every PDF, scanned certificate or electronically stored document qualifies. Understanding the difference between an original digital document and a scanned physical certificate can help prevent rejected or incorrectly submitted applications.

The UAE Ministry of Foreign Affairs has expanded its digital document attestation services as part of the country's continuing digital transformation.

For eligible documents, the change is significant. An original UAE-issued electronic document containing an accepted verification mechanism can potentially be submitted, processed and returned electronically.

MOFA currently states that eligible digital attestation can be completed within two hours during official working hours.

However, this does not mean every document is now processed digitally.

1. Your Document Isn't an Original Digital Document

This is one of the most important reasons an applicant could misunderstand the digital process.

MOFA states that Digital Attestation requires an original digital document issued electronically by the relevant authority.

A scanned copy, photograph or manually created electronic copy of a physical certificate does not qualify as an original digital document for this route.

For example, taking an older paper degree certificate, scanning it at high resolution and saving it as:

degree-certificate.pdf

does not automatically transform it into a digitally issued certificate.

The origin of the electronic document matters.

2. Your Document Doesn't Have an Accepted Verification Mechanism

An eligible UAE-issued digital document must contain an electronic verification mechanism.

According to MOFA, this can include:

• QR code

• Barcode

• Electronic link

• Document reference number

• Another electronic verification mechanism provided by the issuing authority

Therefore, QR code is not the only acceptable verification method.

This is another reason the claim that “every document without a QR code will be rejected” should be avoided.

3. The Document Wasn't Issued in the UAE

This distinction is particularly important.

MOFA states that its current Digital Attestation route applies to eligible documents issued in the UAE and intended for use outside the UAE.

Documents issued outside the UAE remain subject to their applicable attestation procedures.

That means an Indian degree certificate, UK certificate, Philippine marriage certificate or Pakistani educational certificate should not automatically be treated like an eligible UAE-issued digital document.

Foreign documents can have their own authentication and UAE Mission requirements.

4. You Selected the Wrong Issuing Authority or Document Type

Customers cannot simply choose Digital Attestation because they prefer the faster route.

MOFA's system determines the appropriate pathway based on information including the issuing authority and document type.

MOFA specifically advises customers not to select an incorrect issuing authority, document type, or destination country in an attempt to obtain a different processing method.

Incorrect applications can therefore cause problems or rejection.

5. Your Document Type Isn't Currently Supported

Having a digital PDF with electronic verification does not necessarily mean the document is eligible.

The document must also belong to a category and issuing authority currently supported by the digital service.

MOFA currently lists supported categories including educational certificates and academic documents, birth certificates, death certificates, Police Clearance/Good Conduct Certificates, and other specified categories.

MOFA also states that the list may expand in the future.

What Happens If Your Document Doesn't Qualify Digitally?

This is where the original article needs its biggest correction.

Physical/courier attestation has not simply disappeared.

MOFA currently states that the appropriate route is automatically determined between:

Digital Attestation

or

Attestation through an approved courier service provider.

Documents that don't satisfy Digital Attestation requirements can therefore continue through the applicable courier-based process.

MOFA currently gives a service completion duration of approximately 1–3 business days for courier-based attestation, depending on the selected provider.

What About Commercial Documents?

Commercial invoices and Certificates of Origin are different.

They are handled through MOFA's Electronic Documents Attestation System (eDAS 2.0).

MOFA officially decommissioned eDAS 1.0 on June 8, 2026, requiring users of that commercial-document system to transition to eDAS 2.0.

eDAS 2.0 provides automated online digital attestation for eligible commercial invoices and Certificates of Origin issued in the UAE or abroad.

This is a genuine 2026 digital transition that is worth highlighting.

Before Applying for Digital MOFA Attestation

Check five things:

1. Is it an original digital document?

Don't upload a scan and assume it qualifies.

2. Was it issued in the UAE?

The standard Digital Attestation route currently applies to eligible UAE-issued documents.

3. Is the issuing authority supported?

The application will display available authorities.

4. Is your document type supported?

Digital format alone isn't enough.

5. Does it contain electronic verification?

Look for a QR code, barcode, electronic link, reference number, or another accepted verification mechanism.

Digital Doesn't Mean Every Physical Attestation Is Invalid

This is particularly important for people who already have older documents.

The introduction of Digital Attestation does not itself establish that every previously issued

physical MOFA stamp has become invalid.

Instead, MOFA currently operates digital and courier-based pathways according to document eligibility.

If you have an older attested document, the relevant question is whether the authority receiving your document will accept the existing attestation or requires a new/current document or attestation.
